Clerk's Office |
The Village Clerk's office is
responsible for maintaining the official records of the Village.
The publication of
meeting notices, agendas, minutes and ordinances
as required by state statute are also performed by the department.
Additional functions include water and sewer billing, processing
payments received for the water and sewer accounts, business license applications and other payments received
by the Village as required. Other duties include customer
service, freedom of information requests, off-site voting location
during elections, codification of Village Ordinances, maintenance
and update to the Village web site, and operates as the main
switchboard for incoming telephone calls. The Village Clerk's
office is also the main entrance used by customers and visitors who
come to the Village Hall. |
Community
Services

This newly created department
encompasses community development and special event activities.
The purpose of the Community Services Department is to aggressively
promote, recruit, and retain business in the community.
Without economic development, particularly in the downtown core, a
community loses businesses and competitiveness against other
communities. The department is responsible for actively
recruiting new businesses for Antioch, through public relation and
marketing campaigns, and assisting in various community related
projects. |

Emergency Management |
The Emergency Management Department
of the Village of Antioch is dedicated to serving its residents using best
management practices. Elected Officials and Employees of the Village of
Antioch have undergone NIMS (National Incident Management System) training
in order to provide safety and security to its residents.
Emergency Management
has been around for many years. Some of you will remember it as ESDA -
Emergency Services and Disaster Agency and others will remember it as CD -
Civil Defense. Prior to September 11, 2001, most emergency management
agencies, choreographed after FEMA, were the people called when severe
weather damaged communities. Since 9-11, Homeland Security has become the
center focal point. During the days of Civil Defense, attacks to the United
States were considered and agencies would plan to cope with such attacks
while concerting their main efforts on natural disaster situations. Today
the focus is still on natural disasters but more emphasis is on the
possibility of terrorism.
With technology
constantly changing, the “what if” factor must be planned for. Emergency
management is the planning, training, testing and evaluating of our
emergency resources and being prepared to handle the results of a disaster
or emergency. The Village of Antioch is fortunate in having the ability to
have trained personnel within the Police, Fire, Rescue Squad and Public
Works. The addition of Emergency Management personnel helps bring the first
responding agencies the additional resources and team goal of restoring our
community back to a state of normalcy after a large scale emergency strikes.

Engineering |
The Engineering Department administers and
supervises the design and construction of all Motor Fuel Tax, General
Obligation Bond Funds and Special Assessment projects. The department
provides engineering services for streets, alleys, sewer and water main
projects, street lighting and traffic signal projects and furnishes
engineering services for other Village Departments. They oversee
construction involving the public right-of-way and attend meetings with other
communities, County and State officials on behalf of the Village. This
division investigates and coordinates various funding sources to improve the
Village infrastructure. The Engineering Division is also responsible for
review and approval of private development plans. |

Fire |
The Antioch Fire Department is a
volunteer department which was organized on March 13, 1912 by 25
members of the community and it has grown to the present amount of
85 dedicated volunteer paid on call members. The Antioch Fire
Department's area of responsibility is the Village of Antioch and
that part of Antioch Township within the First Fire District.
It is approximately 35 square miles in area and has a population of
28,918 according to the 2000 census. The fire department has
three stations, two are shared 1/2 by the Village and 1/2 by the
District, and the third is solely owned by the First Fire District.
Station #2 on Deep Lake Road and Station #3 on Grass Lake Road are
staffed by paid on call personnel Monday through Friday 6:00 a.m. to
6:00 p.m. Last year the fire department responded to 910 fire
calls. The various departments within the fire department
consist of Engineering, Fire Prevention Bureau, Hazmat, Medical
Officer, Training and Underwater Rescue. |

Finance |
The finance department is responsible for the
central financial functions of the Village. These functions include
investments, collections, financial services, purchasing, and budgetary
support. The department presents the financial position of the Village's
funds in accordance with Generally Accepted Accounting Principles (GAAP)
promulgated by the Governmental Accounting Standards Board (GASB).
Duties include formulation and execution of the
Village's financial policies, and compiling interim and annual financial
information to facilitate management control of financial operations.
The department oversees audits of the Village's financial records, and is also
responsible for reporting to external agencies. The purchasing and
accounts payable program element places purchase orders and contracts to
obtain the equipment, materials and services required by the Village.
The purchasing element also administers the accounts payable checks for
payment. |

Human Resources |
The Human Resources Department is dedicated to serving
the Village of Antioch by developing and lending support to our most
important resource: "our people".

Parks |
The Parks Department administers and
supervises three main areas. The first is Parks, which
includes developing and maintaining all Village Parks, and also
creating a yearly Park Improvement Plan. The second area is
the Pool, which includes maintaining, staffing and operating the
pool during the summer months. The third is
Park Programs
which includes developing and running park classes and
events (Daddy
Daughter Dance, Easter Parade/Hunt, Miss Antioch Pageant, Arbor Day,
etc.); creating two park brochures per year (spring/summer and
fall/winter brochures) which include all park programs, parades and
events for that season; and staffing, supervising and
administering our pre-school - Camp Crayon and our Summer Day Camp
programs. |

Planning & Zoning |
The Planning, Zoning and Building
Department provides technical assistance to the Planning & Zoning
Board, Village Board, land developers, the general public and other
Village Departments concerning both short and long-range planning
and zoning issues. The Department expends considerable time
and effort in providing plan review and building inspection services
to developers, homebuilders, and homeowners with do-it-yourself
projects. Coordination with the Departments of Engineering and
Public Works is critical concerning site development issues,
including but not limited to soil erosion during construction. |

Police |
The mission
of the Antioch Police Department is to consistently seek and
find ways to affirmatively promote, preserve, and deliver a
feeling of security, safety, and quality of services to
members of our community. |

Public Works |
Public Works
service is provided to Antioch residents by the Water, Sewer,
Wastewater, and Streets divisions. These four divisions are
responsible for providing water and sewer service, wastewater
treatment, and street maintenance services to the community.
The Water
Division staff operates and maintains the Village’s wells, treatment
facilities, and water mains. They are also responsible for
reading the water meters.
The Sewer
Division oversees the operations and maintenance of the City’s sewer
lift stations and sewer lines as well as the City’s storm water
system.
The wastewater
division is responsible for the maintenance and operation of the
wastewater treatment plant.
The street
division is accountable for maintenance of streets which includes
snow removal, street sweeping, and road repair when possible.

Senior Services
|
The Antioch Senior Center is a multi-purpose drop in center open Monday through Friday from 8:30 a.m. to 4:00 p.m. It is located at 817 Holbek Drive, behind the Fire and Rescue Squad Building
on Orchard Street. Anyone age 60 and over is welcome to attend. The center is administered by the Village of Antioch.
A 13 member Senior Advisory Council, which reflects the views of the entire
membership, assists the Director in the management and decision making
functions of the Center. Membership dues are $5.00 a year.

Waste Water Treatment Facility |
Antioch Wastewater Treatment Facility not
only takes residential, but industrial and commercial
wastewater. The newly upgraded treatment facility has a
design maximum flow of 9,200,000 million gallons of
wastewater that it can treat. The daily average flow is
around 1,500,000 million gallons. The current facility is
designed for twenty years of service if properly maintained.
