POUNDING THE PAVEMENT
WITH PUBLIC WORKS
The Village of Antioch Public Works Dept. now has a formal policy on Mailbox Replacement due to damage done by a Village Truck. If your mailbox is struck and damaged by a Village Snowplow, the Village will repair or replace the mailbox with a standard box that conforms to U.S. Postal specifications for minimum height and set back. Regardless if your mailbox is standard or custom design, the Village’s compensation will not exceed $30.
Mailboxes should be installed and maintained to withstand snow coming off the end of the plow. If damage occurs due to snow thrown or pushed by the plow, the Village will not be held responsible. We will investigate every complaint, and if the damage is the fault of the Village crew due to direct contact from the truck, a temporary mailbox will be placed, until crews can make repairs in the spring. If you have any questions, please call 847-395-1881.

SWALCO HOUSEHOLD CHEMICAL WASTE COLLECTION PROGRAM
The Solid Waste Agency of Lake County, IL (SWALCO) will begin their 2005 Household
Chemical Waste (HCW) collection program on Saturday, March 26 at Waukegan Public
Works (1700 N. McAree Rd) and April 23rd at Fox Lake - Public Works/Streets
Department facility at 216 Washington Street, near Hwy. 59 and Rollins Rd.
The collection will take place from 8:00 a.m. to 2:30 p.m. and is free for Illinois residents. SWALCO provides this program to help residents dispose of their chemical wastes safely and conveniently.
A variety of common household materials can be brought to a HCW collection day, including: oil-based paints, used motor oil, mercury, solvents, paint remover, antifreeze, aerosol products, metal polishes, insecticides, old gasoline, hobby chemicals, pool chemicals, weed killer, fluorescent bulbs, household cleaners, and household batteries.
Business, institutional and commercial wastes, explosives (such as fireworks and ammunition), propane tanks, smoke detectors and fire extinguishers, agricultural chemicals, medical wastes, and Latex paint will not be accepted at any of the agency's HCW events. Tires and lead acid batteries (auto and boat batteries) are also not accepted at these collections. These items can be recycled at any retail outlet that sells them.
To help residents dispose of Latex paint, SWALCO provides bags of crushed corn cobs at various locations around Lake County including Antioch’s Public Works Dept. Crushed corn cobs are very absorbent, and can dry out a can of paint in as little as 30 minutes. After equal parts of paint and crushed corn cobs are mixed together and allowed to dry, the cans of paint can be disposed of with the rest of the resident's trash.
Residents can call the Solid Waste Agency of Lake County at (847) 336-9340 or check the agency's website (www.swalco.org) for further information about the HCW collection events.
SPAY & STAY
If you’re feeding stray or feral cats, Spay and Stay can help!
If you have compassion for abandoned cats, a Lake County humane organization called Spay and Stay can help you get these cats spayed or neutered so that they won’t cause an overpopulation problem in your neighborhood.
Feral cats are the offspring of abandoned domestic cats, who very quickly adapt to life in the wild. Except in special circumstances, they cannot be tamed to live indoors as pets.
Abandonment of unaltered pets is a problem caused by humans and should be solved by humans using a humane and effective method.
Spay and Stay will help feral cat colony caretakers spay or neuter, and vaccinate their colony. Managed, sterile colonies stop reproducing, helping to halt the explosive birth rate and the number of kittens born in the wild. In addition to controlling the birth rate, neutered cats make better neighbors -- less howling, roaming, and fighting.
Practiced in Europe for more than 30 years and in the U.S. for the past 15 years, Trap/Neuter/Return (TNR) has proven far more effective in controlling feral cat populations than trap and kill programs.
Populations of feral cats have been reduced by as much as 50% in many regions of the U.S. that practice TNR. This reduction has caused euthanasia rates of cats to go down at shelters and animal control agencies, while diminishing the burdens associated with a large intake of kittens at local animal shelters.
Visit Spay and Stay’s website at www.spayandstay.org to learn more about the many benefits of TNR and how to become a registered caretaker. Spay and Stay also has educational videos and literature to share with you. Their phone number is 847-289-4557.

LAKE COUNTY ROAD IMPROVEMENT
REFERENDUM INFORMATION
Lake County has a road improvement referendum on the ballot Tuesday, April 5,
2005, that would fund traffic congestion relief throughout the county.
If implemented, the county sales tax would increase by 1/2 cent for each dollar spent. Groceries and prescription medications would be exempt. The additional funding would be used to improve traffic flow and reduce congestion through road widening, intersection improvements and traffic signal synchronization projects on state, county and local roads.
The referendum, if approved, will support a program of about $481 million (over the first 10 years) to be used exclusively for transportation improvements. A substantial portion of the program will be bonded so significant roadwork will begin quickly.
Transportation improvements would be done throughout Lake County. A detailed road improvement program identifies each project that would be funded. This program was developed using input from seven public meetings that produced nearly 1,000 comments about traffic congestion. The road improvement program consists of:
-36 miles of road widening to reduce the number of bottlenecks.
-33 improved intersections to reduce the number of backups.
-109 traffic signal synchronizations to get more green lights.
For more information about the referendum and to view the road improvement program, visit the Lake County website at www.co.lake.il.us, watch LCTV, the County's television station (cable channel 18 or 30) or call Lake County Communications at (847) 377-2550.
