At the core of its service is the department’s mission: “To protect and partner with the community; through leadership, fairness, and integrity, we remain committed to exemplary service in a manner that maintains the trust and confidence of those we are sworn to serve.”
This mission drives every decision and interaction, reinforcing the department’s commitment to fostering trust, transparency, and public safety.
Department Divisions

The department is led by Chief of Police Geoffrey Guttschow, a seasoned public safety leader with over 25 years of service with the department. Since he was appointed Chief in 2020, he has provided strategic leadership and comprehensive oversight for the department. Chief Guttschow is responsible for all aspects of department operations, including setting the vision, values, and operational priorities that guide the agency. His responsibilities include oversight of policy development, personnel management, interagency coordination, and community engagement. He is also accountable for the development and management of the department’s budget, ensuring fiscal responsibility while supporting the operational needs and strategic goals of the organization. His leadership reflects a deliberate blend of time-tested policing principles and modern strategies, with a focus on public safety, accountability, officer development, and meaningful community partnerships.
Serving directly under the Chief is the Deputy Chief of Police, who functions as the second-in-command. The Deputy Chief plays a pivotal role in implementing the Chief’s strategic direction and overseeing the daily operations of the department. This includes direct supervision of the division commanders, coordination of resources, and ensuring departmental functions remain aligned with the Chief’s goals and policies. The Deputy Chief is also responsible for special project management, operational performance monitoring and for overseeing Internal Affairs. Additionally, the Deputy Chief contributes to the development and implementation of department policies, assists with budget planning and oversight, manages risk and liability concerns, and is responsible for ensuring overall operational efficiency throughout the organization.

The Patrol Division is the most visible component of the department and serves as the foundation of its policing efforts. Uniformed officers assigned to this division are responsible for responding to calls for service, conducting proactive patrols, enforcing laws, and working with community members to prevent crime and resolve issues. The division operates around the clock to ensure consistent coverage and immediate response capabilities.
The Patrol Division is led by a Commander who reports directly to the Deputy Chief of Police. The Commander oversees the day-to-day deployment of patrol personnel, supervises shift operations, allocates resources, and ensures the division’s functions are carried out safely and effectively. This leadership role also includes monitoring performance, guiding training, and maintaining operational readiness to support both the department’s mission and community expectations.

The Investigations Division is responsible for conducting comprehensive follow-up investigations across the full spectrum of criminal activity. Whether addressing crimes against persons, property, or the community, detectives work to identify suspects, gather evidence, interview witnesses and victims, and prepare cases for prosecution. Their investigative work is critical to the pursuit of justice.
Central to the division’s mission is a strong commitment to victim advocacy. The Detectives approach their work with compassion, professionalism, and a trauma-informed mindset. The division ensures that victims are treated with dignity and respect, are kept informed throughout the investigative process, and have access to necessary resources.
The division also includes the department’s School Resource Officers, who serve full-time within Antioch’s schools. These officers promote safety and serve as positive, accessible points of contact for students, staff, and families, while also supporting investigative needs involving school-aged individuals or incidents that occur within educational settings.
The Records Section operates within the Investigations Division due to its critical role in supporting case development and maintaining the integrity of departmental documentation. Managed by the department’s Records Director, this section ensures the accurate processing, classification, and storage of police reports, case files, and related documents. The Records Director is responsible for ensuring compliance with legal mandates, maintaining data integrity, and ensuring accessibility, all of which are essential functions that support the effective operations of the department.
The Investigations Division is led by a Commander who reports directly to the Deputy Chief of Police. The Commander is responsible for overseeing all personnel and operations within the division, assigning cases, ensuring investigative quality, and coordinating resources in alignment with the department’s overall mission and objectives.

The Support Services Division manages the department’s operational infrastructure and provides essential technical and administrative support. This includes a variety of specialized units and services that allow frontline and investigative staff to function efficiently.
Included within Support Services are the department’s Community Service Officers and Code Enforcement personnel. Community Service Officers handle non-sworn responsibilities such as parking enforcement, animal control, traffic support, and public education efforts. Code Enforcement focuses on enforcing village ordinances related to nuisance properties, code violations, and quality-of-life concerns within the community.
The division is also responsible for the management of evidence and property, ensuring secure storage, handling, and documentation of items collected during investigations. Fleet Management falls within this division and ensures that department vehicles are properly equipped, maintained, and ready for deployment. Additionally, the Emergency Management function coordinates planning and response efforts for special events, emergencies, and disasters, working in collaboration with local, regional, and state partners.
The Support Services Division is overseen by a Commander who reports to the Deputy Chief. The Commander is responsible for managing all personnel and resources within the division, ensuring operational efficiency, regulatory compliance, and support for the department’s daily and strategic functions.
Antioch PD Comfort Dog Program

Flo is a 60-pound black Irish Field Labrador Retriever with a gentle spirit, playful charm, and a heart full of love. Known for her calm demeanor and occasional goofy antics, she brings comfort and smiles to everyone she meets. Flo specializes in deep pressure therapy (DPT) and isn’t shy about showing affection—whether it’s a soft nudge, a wiggly tail wag, or her favorite game of fetch.
Flo and her handler, Detective Macko, are currently completing specialized training and socialization to prepare her for service within the department and throughout the community. Her journey includes adapting to various environments, but she already demonstrates a natural ability to lift spirits and offer calm in moments of stress.

Flo officially joined the Antioch Police Department in October 2024 through our Comfort Dog Program—an initiative aimed at promoting officer wellness and strengthening community relationships. As a support resource for both sworn and civilian staff, Flo helps reduce stress, boost morale, and support mental well-being during high-pressure situations.
Beyond the department, Flo actively participates in community outreach. Whether visiting schools, attending public events, or joining village programs, she fosters trust, builds positive relationships, and brings joy to residents of all ages. As the program grows, Flo will continue to serve as a compassionate ambassador for emotional support and mental health awareness throughout the Village of Antioch.
