What is Tax Increment Financing?


A TIF district is an economic development tool used by municipalities to help revitalize areas that are underperforming or not attracting private investment. When a TIF district is established, the current level of property tax revenue in that area is set as a baseline. As new development occurs and property values increase, the additional tax revenue generated (known as the “increment”) is set aside in a special fund and reinvested back into the district. These funds can be used for improvements such as infrastructure upgrades, site preparation, and other costs that help make redevelopment possible. The goal of TIF is to encourage growth and investment by using the new value created within the area, without increasing property tax rates.

Downtown TIF Eligibility Report and Redevelopment Plan


The Village of Antioch has released the Downtown Tax Increment Financing (TIF) Eligibility Report and Redevelopment Plan and Project for public review.


The report evaluates a proposed approximately 107.7-acre Downtown Redevelopment Project Area and outlines a long-term strategy to support downtown revitalization, infrastructure improvements, building rehabilitation, site preparation, streetscape enhancements, stormwater improvements, and future mixed-use investment. The proposed area is generally bounded by Lake Street, Hillside Avenue, Orchard Street and Williams Street, and the Metra North Central Service railroad. The report finds that the proposed area meets statutory eligibility criteria under the Illinois Tax Increment Allocation Redevelopment Act. It also identifies goals to strengthen Antioch’s downtown economic base, encourage private investment, and advance the Village’s comprehensive-planning objectives.

Public Notice: Tax Increment Financing (TIF) “Interested Parties” registry


Notice is hereby given that the Village of Antioch, Illinois (the “Village”) has established a tax increment financing (TIF) “interested parties” registry pertaining all redevelopment project areas in the Village, including the proposed Downtown Redevelopment Project Area, which will be roughly bound by Lake Street to the south, Hillside Avenue to the west, Orchard Street and

Williams Street to the north, and the Metra North Central Service railroad to the east.


Interested persons, residents of the Village and organizations active in the Village may register with the Village to receive information on activities related to any redevelopment project area within the Village; this includes information on the proposed designation of a redevelopment project area, the approval of a redevelopment plan, information regarding certain proposed

changes to existing redevelopment plans and other any other information required by the provisions of the Tax Increment Allocation Redevelopment Act (65 ILCS 5/11-74.4-1, et seq.) or authorized by the registration rules.


Individuals and organizations are invited to register in the Village Clerk’s Office, 935 Skidmore Drive, Antioch, IL 60002, between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday, except holidays. Rules to implement the registration process and registration forms have been adopted by the Village and may be obtained at the same location.
